An inequitable use of parking by government agencies is a dirty little secret in Chinatown.

This is a street totally jammed on the sidewalk, almost no traffic and
let’s look what this space is allocated to. Privileged parking
for government employees. Privileged parking for government employees.
Privileged parking for government employees. Privileged parking
for DOT employees. Another government employee here. These
are not members of the neighbourhood. These are people who live
in the suburbs who drive in here, yet the people who live in the neighbourhood
are crammed on the sidewalks to accommodate just a handful of cars.
Who’s actually allowed to be here? Only trucks loading and unloading. </font></p>

And the dirty little secret is that if you come early in the morning
on that side of the street, you literally have a cop to make sure that
nobody can park here except cops. If you show up around seven
o’clock in the morning, you can see there’s a couple of cops here
who just… they chase other people away. </font> <br></p>
