I'm not surprised at all it won the top spot. Even though the climate and the built environment are not always friendly, the culture definitely is. It's the only place where I've biked on a huge 6-lane suburban highway and not felt out of place or threatened. Lots of places to bike to. Plus, much of the 'country' roads in MN and WI are within close reach.
